If you want to get the rest off and have the pan looking brand new, spray the bejeezus out of it with pic related and leave it in an plastic trash bag overnight. Use yellow version in pic, not blue.

You could just ignore it. Saute an onion in it and see if any of it comes off in the onion. If not, then it's just cosmetics.
Or...
Spray it with oven cleaner and let it sit overnight.
At work when this happens (and it's a lot worse than yours) we use a disk grinder. I think oven cleaner should do the trick though.
