also i don't know if this is in my head but it seems to happen more severely with spaghetti, if I make penne or bowties for example it doesn't feel like it becomes as mediocre. not sure if this is actually real though

Bell peppers will be fairly different but you can probably get a good product with them. I would increase the heat/time slightly and add hot sauce.
