There is some grain of truth to that. The prohibition might have been a long while ago but I could imagine the effects still ringing out to this day because alcohol really never had that much of a cultural stigma before. I've been having a few nights out with tourists from the US and they were legitimately surprised how much people in Europe can/are willing to drink. Got nothing to do with being "white" though.

A lot of those studies were sponsored by the alcohol industry. I don't know about how things are in your country, but here, there's still the myth around that half a glass of wine per day is supposed good for the heart. A lot of people, however do not know that this claim was perpetuated by the local wine industry and has no scientific foundation whatsoever.
Being a moderate drinker isn't bad compared to a heavy drinker, sure. Same goes for smoking. But moderate still doesn't beat "clean" in terms of health risk. Whether you want 0 % risk or 15 % risk or any other number is up to you, I'm not gonna judge anyone on a Mongolian basket-weaving forum.
