In most cases, it's the restaurant themselves that encourages this behavior. In the place I worked, employees were encouraged to be the ones to start the clapping. It's mostly so customers don't think too much about it, the clapping makes everyone not dwell on the fact and get back to their meals. Basically, it's just a way to relieve tension for both the customers and the staff.
