Check out Asian markets. I bought mine from a Chinese grocery store. If they have a meat section they might have heads, if not ask them if they do. I paid $5 for the whole head and there was a lot of meat on there, just the tongue was removed as they sell it separately.

By the end of March I will do another offal thread as I just come across an ingredient I wanted to try for cooking and I think it's only available in the country I'm currently traveling in.
