The mark of a good cook is to be able to take what is available, and make a good meal from it. If you can only make a good meal with handpicked ingredients that you chose beforehand, you're a mediocre chef (at the very best): it's the equivalent of being handed the answers to during an exam.

It takes a skilled, knowledgeable, and resourceful cook to take what is on-hand and convert it into a good meal. In other words, it's the reason you'll never be anything above mediocre, since you think your fancy ingredients or cookware magically grant you skill.
