Grains should be oats and rice for cheapest option. Bananas are cheap at least where I live and you can put them on the oats. Cook the oats to a porridge in water to be cheaper. Go to a foreign market/ store to try and get some cheap spices. Get cinnamon for the oats and sugar/ a sweetener or sauce for the oats.
Beans are a cheap protein. Get a large tub of plain yogurt for more protein. Probably not the ideal time to buy meat but you can find some sausages/mince meat pretty cheap. It’s usually pork and is pretty fatty but it’s still meat. You can also find cheaper bacon that’s usually been cut at the end of the animals muscle and so is not uniform and it’s cheaper cause it’s almost a byproduct.
And probably most importantly, get a bag of all purpose flour. White flour will last longer than whole grain- same with rice, the outer bran can stale faster.
Make flatbreads, no yeast required and it’s literally just flour and water and maybe fat. You can render lard out of your fatty bacon, mince and sausages and use it in the Dough.
If you need a cooking oil just get the cheapest vegetable oil or neutral oil in those big jugs.
Now you can make wraps, burritos, gyros, pizza etc. also get cans of crushed tomatoes as they come in handy in many dishes.
Try making damper to have with soups, vegetable soup, pumpkin soup, lentil soup etc.
lentil soup is easy and cheap- get dried lentils, onion, zucchini, carrot and if you have the budget, cheap stock cubes/ powder.
Don’t pay for herbs cause they’re too expensive. Grow your own, essentials are parsley, coriander, Basil, Rosemary, mint and chives, (IMO) or whatever you usually use.
Good luck
