Yeah, it's a hard stop power gap, not some arbitrary minor difference women can overcome with a little gym time. Weak and emaciated male will still have a wiry strength that overpowers a heavy woman, because again, testosterone is literally the foundation for all athletic performance enhancing drugs, and women only produce an incredibly tiny quantity of testosterone.
Hell, even when you take a man with a lifetime of natural testosterone production and put him on testosterone blockers and female hormones he STILL ends up massively overpowered (pic related).
