The secret is that only mild paprikas, and powdered spice made out of them, is to be called paprika. The spicy kinds can be called chilli, when generalizing. Spice made out of the powdered spicy paprikas can be called by the generalized term spicy paprika, but chilli might be more appropriate.
In all other cases, they should be called by their proper names, like pimiento, cubanelle, jalapeño, tabasco, habanero.
