Using a fork poke a small line of holes in the middle of the dough to help it breathe a bit. It'll make the inside cook a little better.
Only use sunflower seed oil to fry this. If you don't, it's going to taste horrible. If you think using sunflower seed is unhealthy you don't want to eat this. Plus, you sicken me.
Deep fry the Cheburek until the dough has browned a bit on the outside. There really is no finesse to this brown the outside as much as you want, but keep in mind you want to have the head low enough to cook the meat inside to your choice perfection. I like mine medium rare, so i usually stop once the dough has a medium browning.

And for a bonus: The super Secret Russian Sauce.

Take mayonnaise and put it into a sauce cup (I'm not fully sure what they're called. The one you get at restaurants, I just steal mine.) Add a pinch of salt, and find the strongest mustard you can find and add half the amount of mayonnaise into the cup.

Bam you're done, Enjoy.

For added effect, I'd suggest you find some Kvass. It makes it quite delightful. Thankfully we have a Russian convenient store here in Nashville that sells it and all the other things I need for my Russian foods.
