When alcohol is distilled the liquid contains different compounds as it comes out of the still. Depending on which cuts are blended into the bottle it will be harsher or smoother. This also effects the flavour and many other things as well.

Yes, with spirits especially.

You get harsher distillates in different parts of the process. Also, aging really smooths out whiskey. Better whiskey comes from better, more careful distillation (which requires more attention, i.e. labor), comes from the tastier parts of the distillation (center hearts), more EtOH less MeOH, less acetaldehyde, etc.
