Well seems I was mistaken seeing OP pic, thought it's normal bangs. Is that pic in OP is like pic related?
Seems it's called micro bangs/fringe.
My guess why it's popular because it's associated with roaring 20's aka flappers style. Since women are free to wear more freely perhaps it's like an analogue of women rise?
Or more simply hipsters love vintage.
