It's either a case by case thing or you were born a teeny bit too late. I was in grade school in the mid-90's and our cafeteria food was pretty good.
I mean I was a picky little shit who only ever ate the pizza and French fries, but they were tasty enough. Not cooked to death, either.

They also gave us pic related in gym class on hot days. Or maybe they sold them for a nickel apiece. I don't know why I'm associating nickels with them; for some reason it just sounds right.
