Malt liquor is typically made with corn/other cheap adjuncts and the brewer targets a high abv while flavor is more of an afterthought because it's marketed to alcoholics who will drink it too cold to properly taste anything.

Barleywine is made with huge amounts of malted cereal grains and the high abv is a consequence of the amount of malts used. An english ale yeast produces wonderful dried fruit aromas and it ages wonderfully. American varieties are similar, but the hop presence is dialed up significantly, adding a stronger bitterness.
