One version of the expression comes from the other.
Originally, a white elephant was literally a white elephant gifted to someone. Because the white elephant was holy it could not be put to work or given away again and it cost a fortune to maintain, possibly ruining the recipient.
Eventually, the term was adapted by churches, charities etc. as white elephant sales/exchanges like flea markets where people could get rid of unwanted gifts and that evolved into the secret Santa version you're familiar with.
