This. It's not a kinder egg specific targeted ban at all, kinder eggs just got caught up in it by mere technicality. No one thinks american kids are too dumb for the concept of kinder eggs, that's why you have shit like yowies that use the loophole of having a plastic ridge that stands out so the capsule is not entirely enclosed in chocolate.
