i have eaten allot of store bought sardines from different countries and i can tell you that the best region is:
the Baltic.
particularly of Latvian origin.

they're obviously hard to find if you're not from there, i usually have to order them online.
it just tastes so much better, sardines are more a mainstay of eastern European culinary, so the recipe is more refined i assume. mind, they're called sprats over there. apparently its actually the same fish
all cans generally have 1g of salt / 100g, which i guess is just the inherit salinity of sea water or the fish
