Kentucky. They follow NFPA 70, which states in Article 210.52(C)(1):
>Wall Spaces. Receptacle outlets shall be installed so that no point along the wall line is more than 600 mm (24 in.) measured horizontally from a receptacle outlet in that space.
>Exception: Receptacle outlets shall not be required directly behind a range, counter-mounted cooking unit, or sink in the installation described in Figure 210.52(C)(1)
The exception to the rule reinforces the fact that they are REQUIRING outlets every 2 feet except in certain spaces that are exempt.

>seperate hot and cold faucets
What do you mean by that? I'm not sure how you'd have entirely separate hot and cold faucets. Do you mean they can't have two separate knobs and they have to use those twisty single-handle deals like people tend to have in their kitchens where you spin it one direction for hot and the other for cold?
