Bottom round has great flavor and surprisingly isn't very tough. I would say just cut it into individual steaks, slap it with a meat tenderizer (the hammer, not the seasoning), S&P and sear it.

Or you could gently braise it in some really acidic sauce with some vegetables. Cheap, flavorful, beautiful.
