Low income black people (low income people of any race, to be honest) are just poorly educated in all areas of life, including how to behave like decent human beings. My parents (not me) are really wealthy, and we have a place in Martha's Vineyard we go to almost every weekend (except winter of course), there's a town called Oak Bluffs which is like 45% black people and all of them are well dressed, well spoken and polite to everyone. It's not about race, its about wealth and education.
