Figure out when your grocery store marks down old-ish meats. Buy them, freeze them or use that day. Adapt your tastes to what is cheap.

Any stew is just meat, veggies and a gravy. Use cheap meats, stewed a long time, and whatever veggies your budget allows. Most common are carrots and potatoes. Spice the food however your tastes prefer.

Stretch it out by upping the tater content. They're basically free and can be quite filling. Don't spend the money on fresh veggies if you're making stew. Buy frozen on sale. Fresh is wasted in a stew.
