It's based on eddy currents. The induction cooktop has an electromagnet that rapidly switches polarity (north and south poles) during operation. This causes electrons in the metal of the pan to start swirling forming an "eddy" current that heats it up due to its resistance. This is why it only works with utensils made of ferromagnetic materials (anything that can attract a magnet). It's also why they don't shock you since the current is self contained within the material.
