It's not a sandwich because if you told someone you were getting sandwiches they would be surprised if you brought them sushi. Whether or not something is a sandwich is a linguistic category, not an existential category. It happens that language isn't a perfect system of categorization, so you arrive at the "rules" of what is and isn't a sandwich and find that the rules apply to stuff that isn't a sandwich, but the reason these questions spark debates is because of this unexpected facet of language and categorization, not because it plainly is or isn't a sandwich.
