Casual is usually with a shirt type of thing for your top, but your cord still has to be coehesive. This simply wasn’t thought out well and missed the mark. This is why casual is hard to do because it skirts ( pun not intended) in ita since it’s often done with casual shoes, no accessories and plainly styled hair. It should be left to people with bigger closets and better understanding of outfits.

Even if this was on a better body shape this is bad. That headdress is sparse, the over skirt is badly overlaid, the petticoat is too big for that skirt, the bodice has lacking interest, the blouse has badly made sleeves and the wig looks like it’s seen better days. This isn't a nitpick, this outfit has a LOT wrong with it:
The headdress doesn't match the outfit, it's a halo designed for one of those coords heavy on the religious imagery.
The wig looks cheap, especially the centre parting/where it sits at the forehead being too thick and unnatural.
Purple lipstick doesn't go with blue skirt, and the attempted 'Gothic' pale foundation doesn't look right because her face is much paler than her body.
The neckline of that blouse sits too low on her for Lolita
Whites of the blouse and details on the dress don't match.
The waist of te dress is sitting below a fat roll at her hips rather than at where her waist would be.
There's not enough difference between her skirts and waist despite the skirt being over-stuffed with petticoats
