Honestly? Any character. Don't let people give you shit for it. But if you're looking for characters who are specifically black or are race-less (due to being something other than human or being fully covered), here are some characters from franchises I like:
Star Trek has Nyota Uhura and Geordi La Forge
Deus Ex has the black versions of Alex or JC Denton, Yelena Fedorova, and Alex Vega
Half Life has Alyx and Eli Vance, and Combine soldiers have no apparent race since they're covered head to toe
TF2 has the demoman and the pyro (no specified race or sex)

Humanized versions of any non-human character would work as well

Question, is it racist if a white person Cosplayed as a person of color?

I have a couple of black friends that were totally fine with white people cosplaying as Storm, and knew a few that did really great jobs, but Ive also heard from other places that since white people are "privileged" that it's wrong to cosplay a non-white character.

I know so many little white kids that loved Black Panther, and others that loved Disney characters like Jasmine, Milan, Tiana, Pocahontas, etc. Are we going to tell a child that they shouldn't dress up as a character because they're not if the same ethnicity?

Cosplaying characters that aren't your race is generally accepted as long as you don't paint your skin or change your features to look like you're the same race as the character. Of course there's always people to scold you whatever you do but that's the basic guideline to stay out of drama.

There has never been any time when it has been not okay to dress up as those characters if you're white, the only time it become offensive is when you use makeup to darken the skin with makeup because it has a well known negative historical context.
