To be fair, it's a pretty impressive boob mess. Like I'm staring at it trying to figure out which parts are her actual boobs under there.

But if you want to nitpick other things, her hair is also messy, plus it cuts off too much of her face and makes her head look small, which in turn makes her body look big. The fringe is too close to her eyes, the shadow and her darker makeup ages her and makes her look old. That front waist bow also needs a bit of TLC to iron and straighten it out. The dress itself doesn't look like a replica but man it looks so sad and unloved, like someone squished that waist bow into the bottom of their wardrobe and then the new owner doesn't care enough to even iron it back into its old perky self.

The petticoat's not the problem. If you open the full pic and zoom in on the skirt, it has no wrinkles or folds in it, it's already poofed out to the max.

I highly doubt that would help. Her skirt is barely wider than her waist as it is. If she's mostly normal she'll have hips that are already wider than her waist, and her hips would already push out the skirt at her hip area. Then from hip to knee, no matter how much fluffy tulle you stuff under there, it's impossible to get the skirt to go any wider since it's not that much wider than her hips to begin with. So you'll never be able to escape that campbell soup can shape.

Girl needs a bigger skirt. And then after that a petticoat that's bulked towards the bottom, you're right on that point. But this dress is always going to be ita no matter what petti you layer under there, because the skirt is barely bigger than her hips. It needs to be at least 2x-3x her hips, or 3-4x her waist.
