Will this fit an average adult head when ordered in large?

Since that's probably a 5yr old in the photo- no your adult ass head is not going to fit in it.

Could be easy to make if you've made something like it before, could be a huge pain in the ass. Looks like foam and fleece.
I'd say get like 4-6 good size sheets of sturdy foam, and make at least 2 to see which looks better. Then cover in fleece fabric, and use bigger Styrofoam balls for the eyes, cover in fleece as well.
