That's because menhera is a theme and not an own fashion, the term (メンヘラ) came from 2ch's mental health board and refers to the "yandere" girls there that fall into a self-harming mental illness (cutting, drugs, eating disorders, hypersexuality) when not noticed by senpai which is why you get quite a lot of...ermn...self-harm photos at Google's image search besides art.

Well, that specific shop is of the Menhera-chan manga series (also sold in that store) which is a magical girl parody in which the girls need to kill themself in order to be abel to use their magic. It is very critical of Japan's society as all girls had to die first before becoming a magical girl and their deads were sparked by bullying (pink haired one aka Menhera got stomped to dead by bullies in the first chapter due to "evil magic aka the preasure of society) and the reason why menhera got popular starting from 2014.

I think bright pink can work well with pastels when coordinated tight. Spank! also uses some neons or brighter colors in their fashion on occasion, same with a lot of girls who do a sort of 6%dokidoki inspired look. Depending on the colors you're already using and what you're working with I don't see why not. An all pastel outfit with bright pink shoes might be off putting though.

I've been looking into Yumekawaii and it is a term that is appearing more often. It's not a distinct fashion though. I searched on different sites and normally pastel filters and cute anime girls pop up. It seems to have a "Meruhen/Fairy Tale" theme as opposed to retro 80s pastels. WEGO used the term for some of their products and likewise to Larme, the cut and the design of things triumphed over patterns and sparkles. There's a lot of baggy clothing as well. It does also cross over into Menhera, as people are tagging their outfits using both terms. I prefer it to Fairy Kei as it's a lot more modern and wearable in my eyes. But their isn't a reputable source like the Larme magazine for it to catch on in the West, lol.

That's an adorable skirt anon. For fairy kei, you mention pairing it with an oversized sweater and having it look weird. Maybe you can try tucking in the sweaterright at the pink waistband of the skirt to get the cutesy layering effect? If it's a cardigan/jacket, you can go with a fitted top under the loose outer.
