I mean the material is really up to you, For school uniform kinda stuff I'd go with a heavy cotton or wool, both with lining. You can find a lot of good tutorials on youtube or spend a couple bucks on a cheap pattern from JoAnn's or even Walmart.

That is a knife pleated skirt. Get cotton drill off-white fabric.
Measure your waist. Add 3cm to this measurement (and 2 more for seam allowance). Make a waistband that is this length and double the width you want it to be, as it will be folded over.
The skirt is just a simple square of fabric that you will make the pleats in. I would go one knife pleat of 3 cm depth (6 cm of fabric into the pleat total) every 10 cm. So for every 10 cm of waistband you will be using 16 cm of fabric. I believe in you!
