I think it's sweet and funny. I feel like it pokes a little fun at the lolitas who take themselves/the fashion far too seriously in a playful spirit and that's great. Also I can relate to so many of these situations as someone who wears the fashion daily, like having to catch public transport and people sitting on your petticoats!

While it was obviously a jab at Western Lolitas with the "no laughing out loud" and "no running" rules you really should be aware of how much space you take up with your petticoat and try to avoid knocking items over when you walk. Also when taking public transportation if the train/bus is crowded you shouldn't sit down since you'll takeup more space or sit on the end seats in side facing seats, though tucking your petti underneath your body is way too much and that was an obvious joke.
