I feel like brolita can go well in one of two ways:
A guy trying to look as feminine as possible and passing as female when wearing lolita and being well groomed (no facial hair, smooth skin, tasteful make up, clean and styled hair/wig)
Or if they can't pass as female, I don't mind if they go the "ironic" route and wear lolita while retaining masculine traits like facial hair and a muscular physique. However I'd still expect them to be well groomed and make an effort to make their masculine traits fit into the aesthetic of lolita. Braid the beard and/or tastefully accessorize facial hair with ribbons and bows, keep it well trimmed and an otherwise clean face, including well shaped eyebrows and minimal makeup. Hands don't have to be ultra feminine, but still should be clean and manicured.
Basically, I think it works in either extreme as long as the guy puts in the effort to make a good coord. I don't like it when brolita a fall somewhere in between because then it looks like they're trying too hard and yet not hard enough all at once.

It is part of lolita just as it is part of any fashion or in my opinion even a necessity.
Looking elegant and extravagant and groomed is not exclusive to lolita, but a necessary part of it.
What defines lolita, where are the borders to antique gowns or decora? It's feminine, dressy, cute. It allows you to embrace your femininity and girlhood in an elegant way by using old fashioned clothing with modern cuts and fabrics. It's literally little girls dresses of another era.
What kind of brolitas are the most popular and are being told they fit lolita? The ones that are passing as girls.
I'm not saying anybody can't wear lolita because they have a beard, are old, have a long torso, broad shoulders or whatever, because everyone should dress how they like. But if we are talking about what fits the aesthetic or what is considered a good lolita look, anything that's far from a girly appearance won't look good in lolita.

As long as all the major and objective elements of a lolita outfit are there (silhouette, blouse, accessories, head piece, socks, etc.) and the basic "aesthetic" is achieved (classic, gothic, sweet, etc.) outside of gendered ideas of that, then in theory I think it should be possible. Being as the most popular brolitas are the ones that pass as female, it's probably proof of the fact that my idea probably hasn't or will never be done right, which is fine I guess. I keep conjuring up an image of a cartoonishly muscular man in a very OTT Lolita outfit with a dapper moustache with matching bows on it's ends sipping out of a tiny teacup and I think it looks adorable but it probably wouldn't transfer well into real life anyway.
