If the Japanese are starting to go after pirated anime and manga, what's stopping them from going after cosplay especially in mass-produced China (which is their focus in this campaign to curb piracy)?

Selling pieces of fabric sewn together to look like a certain character is a lot different than uploading unaltered pirated media. They may start to crack down more on china as far as things like bootleg merchandise (figures, plushes, pillows, etc.) but I think it's safe to say they could care less about cosplay.

This. Most of the official cosplay sold by Animate Costume (ACOS) is made in China.
