The only cases where I can see someone being young as a problem would be if the dress was not taken in for a smaller frame or a young person not dressing themselves well enough, due to their age/ignorance.

I buy damaged brand and resize it for my daughter. She loves my "fluffy princess dresses" and can name more prints than I can. Because they were already damaged I don't feel as bad that she will mess them up, but we still save them for semi special occasions or days she won't be doing much rough play.
It also gives me a great chance to study brand construction, and I always take a pattern from whatever I take apart before I cut it down smaller. I am so glad we have lolita to bond over, even if she adores super ott sweet (naturally) and I wear gothic and classic.

I make everything extra long when I resize it, and maintain the full adult panel of shirring in the back to make them last as long as possible. It's still a stretch for me to buy a $50 damaged dress, but it is something we waited on for quite a while to make sure she was still interested in it.
I definitely won't say it's an easy or even overly rewarding experience, however. As much as she loves the dresses when they're done, resizing for a 4 year old is a damn nightmare and ends with me taking the dress completely apart to retain lace for headbows or bonnets, and a matching dress for her doll if there's enough of everything.
I have gotten her a couple bodyline pieces off the sales comm cheap and she loves them just as much.

Anywhere really, you just have to be on the look out on the different sale sites. Generally they will be ~super~ cheap $50-100 and the seller almost always has *DAMAGED* in the headline or something similar. Her El Dorado was $50 shipped and it was pretty gnarly. The armpits are stained, and there are spots all over the upper portion of the skirt, but since I have to cut those pieces down anyway there's not much of a fabric loss. Other times people rip the zippers out and don't want to repair them, or the corset lace or whatever. I've considered advertising a type of consignment to get more.
