To be honest, I prefer dark skin tones in lolita. Not saying they're better or anything, just a personal opinion. It's a shame so many dark-skinned (not necessarily just black) lolitas don't know how to dress for their skin tone.

I actually think a dark skin look better with pastel as long as the tone is cool enough.
Because it contrast. It's ugly when the skin tone and hair colour are not very contrasting hence why I think blonde people look like shit. unless they are black.
