What do you think could be done to make it more of a lolita satire?
So far all I've got is a cammo maid dress, steel toed work boots, with maybe a tacky plaid inner lining showing, a shirt with rolled up sleeves, because using poofy shoulders to make super broad man shoulders even broader is just dumb, and a baseball cap with some stupid hunting slogan.
Things I've considered trying to work in would be welding gauntlets or mechanic's gloves, and maybe hockey socks.

If you want to do a "pretty little girl /k/ edition" costume then you might as well just make yourself into a loli waifu rather than trying for an actual lolita outfit. Lolita has a pretty firm structure and silhouette, crossing over anything with it tends to make it look shitty and unrecognisable, and maid dresses are technically not even lolita in the first place.

I know that I need enough poof in my skirt and then some to balance my shoulders. Brolitas are often wearing casual petticoats, like OP's. They need to get dramatic and big. The contrast also helps make their waist look smaller and gives the illusion of curves & hips.
I love poofy skirts for people insecure about their hips and thighs. It makes the viewer assume that you have average or ideal hips. I have narrow hips (terrible combination with my shoulders), but nobody knows under a petticoat. I've also been shocked when I've seen a handful of lolitas in their street clothes- They were dramatic pears! I had no idea.

Just because the fashion looks like something society commonly perceives as feminine does not mean we need to define gender roles for those who wear it.
