If the costume has a skirt, I wear or make panties to match. The only costume I've not been able to wear my own panties under is a bikini I did a photoshoot in and didn't wear to a con.

If you are going to cosplay as a semi nude character, its logical to cover yourself up in a manner that allows you to still walk around in public just incase a part of the costume breaks.

Is it okay to do this? No. But people get a little weird around costumes in general, and at conventions where drugs/alcohol/lack of sleep can come into play, many people make poor decisions. As a cosplayer you need to expect that someone will touch your costume and be prepared for it (have a handler, make sure things are secure, guard your prop from being grabbed).

Flipping up the front flap is something really extreme and I am glad the guy got in trouble for it... but not wearing underwear? There isn't any pants or material to prevent your vag from getting all over. That's gross and a poor choice on the cosplayer's part. Her vag may have been on several chairs, may have been visible when going up stairs/escalators or exposed through various other accidents ... gross! At least wear a thong.
