I can actually answer this since I asked a Japanese lolita about it. Meta is a "hade" (派手) brand, meaning bright and flashy. The people who like Meta are usually unique stylish dressers OR people with bad taste. You really have to be skilled at what you do to pull off some of the weirder stuff. Kanto lolitas are less into Meta than Kansai girls because Kansai lolitas take more fashion risks.

It's... relatively easy. Most lolitas are accepting of brolitas as long as you don't creep on the girls or wear it as a fetish publicly (look up Lolita Hope and do the opposite).
There are a lot of good brolitas and traps who post tutorials as well.
I'd say gothic is easier to pull off than sweet for guys, though.

First question : you should. Charging pp fees is against PP's terms of service, so please don't tell your buyers "and it'll be an extra $4 for PP fees". Too poofy tends to be a type issue. Like if you try to put a bell shaped petti under an A line, it can look 'too' poofy as it is trying to acheive a shape that the skirt wasnt meant for. It will look strained near the top of the skirt where it is trying to make a bell where it cant. For skirts that are meant for bell shaped pettis, I dont really see a too poof thing since it can accomdate a lot, and you wont have that issue with one cp petti regardless. Peolpe do wear multiple for a lot of poof and it isnt too much in picture.

Since you are not used to it, you probably will find that the poof it gives is a lot when it isnt, and you will think it is more than how it will show up in pictures.
