Otome is cutesy girly stuff. Light colors (most of the time), but even if not, it has a very light, airy feel. Very loose definition.
Dolly kei is lots of dark royal colors, lots of patterns, lots of layers but with a little more definition. Scandinavian patterning, I think is what's going on there. People say "think Russian dolls" a lot. Thus, "Dolly". Where Otome is light and airy, Dolly is dark and warm. Otome is very young and girlish, Dolly has a bit more maturity to it. An almost witchy look, without the sp00ky. Silky looking patterned shawls are used a lot.
Mori kei is looking like a forest fairy, right? It's the literal name of it, iirc. There's lot of flowing layers, knits, those types of things. I see Dolly kei compared to Mori a lot more than Dolly to Otome. A Mori coord with more colors, a darker scheme, and a bit of waist definition could easily be confused for Dolly and a Dolly coord that's most loose with subtler colors could be confused for Mori.

Pic related, Dolly kei. See the overall color schemes? And the combinations of textiles and patterns in an almost ragtag fashion? Otome is very simple, and strange/sharp/busy pattern combinations are usually for the silly-cute factor like here >>7589788 >>7590864 >>7589808

That deer one you linked actually doesn't look like it could hold a petti at all. I'd say to look at fullness. If a lack of petti is making the skirt really cave in on itself in a shapeless, lifeless way, that's when you know. Those other two you posted, one has nice pleats to give it direction (plus she's holding out the side) and the other white/red floral one doesn't have enough fabric to really cave in. I wonder if it could hold a petticoat either, actually.
But still, such a skirt could still be used for otome if using a petticoat, whether just a light one or otherwise. I've seen very full skirts used in otome as well. I think you're thinking that something that is lolita cannot be otome. Lots of lolita could be considered otome. Otome is this general overall idea of "girlishness". Lolita has specific rules and silhouettes. Otome doesn't have a silhouette you absolutely need to have, really. You could have a full skirt if you wanted to.

I have very little in my otome folder, so this is probably the closest I can get to what I'm talking about with skirt fullness. Anyone else have pictures with full skirts?

Basically, the majority of otome cannot be lolita due to issues in silhouette, casual tops, lack of blouses, variety of shoes, and a lot subtler hair styles. The hair can be so simple because there isn't the giant skirt that lolita has, but if given more fullness, an otome outfit might want to consider bigger hair, too. But it isn't blasphemy if they don't.

But lots of lolita is otome. Because when you think "girlishness", doesn't lolita come to mind? But lolita is restrictive in lots of ways. I already went over silhouettes, blouses, shoes, the elements to a coord. But another part is color. If we looked at otome through a lolita mindset, it'd pretty much be considered sweet or sweet-classic. But if you scroll through here, there are a lot of colors you don't really see that much in sweet lolita. Sweet, you see a lot of pastels, pinks, blues. Otome can stray very bright. There are a lot of reds, greens purples, royal blues that you can find in otome that you'd be harder stretched to find in sweet lolita.

What I'm getting at is: You can easily find otome that looks like casual lolita. If you look for 'peter pan' blouses on aliexpress you can find some really lovely stuff, just have to wade through the crap.

Also a tip, you could try peter pan collar blouses from school uniform brand French Toast, they go up to sizes that would fit s-s/m adults and some are really pretty.

Regarding the otome-able CK stuff, particularity the much coveted mushroom print, they do appear infrequently on ebay, so it may be worth checking in from time to time. The mushroom jsk tends to go for around the £50 mark but I've seen it go as low as £35. There's actually one on there now with an opening price of £25.

Yes they're JM and the original price is crazy expensive. I've heard them referred to as ' 4-strap shoes' but I don't know the term that JM used. I love them so much and would kill for a replica. Taobao once a had a few that were similar but I haven't seen any in a while - if any anons know of anywhere that still stocks similar shoes, that would be wonderful.

You can still work with skirts maybe? ETC has some jsk that are loose fitting (close to salopette style) that are more forgiving on the bust size. There might be the odd chance you find something in Jane Marple that has multiple sizing. Many of these brands will also have cutsew dresses that you can check out if they work for you. If anything else, there's nothing bad/wrong with wearing skirts and pairing it with a cute top.
