It's usually more like two inches below. Rather than that though, try to look at other things, are the armholes too high up as well? Is the waist falling in the right place or too high/too low?
If the waist or the armhole is too high, you can adjust the length of the shoulder straps to bring it down. There should be buttons on the shoulder straps that you can unpick, then sew it further along the strap so that it's longer. If the armhole fit before, this will make it much lower, but you're likely to be wearing a blouse underneath so it shouldn't matter much.
If the waist and armholes sit just right, it's just the neckline is an inch below your collarbone, I'd leave it as is and just coordinate around the high neckline (I suggest high-necked collars, maybe with pussy bows).
If the armhole is too high and the waistline is too low, then your torso is too short. It's costly to shorten the bodice, so if you can't coordinate around the weird silhoutte, I'd suggest just selling on the dress.
