It's mainly about common sense - don't wear something that is unflattering just because it's brand is something that a lot of people would benefit from. Lolita is actually very accommodating to chubby girls (chubby, not obese). The sizing for most lolita items is much larger than typical Japanese sizing. Being a foreign/chubby gyaru is much more difficult (sizing, styles).

Milky Ange does a size XL which the official measurements are 110cm bust/95 waist, and the dresses often have shirring as well which gives you at least another 5-10cm comfortably. Obesity only has to deal with excess body fat and thus excess weight. Just because the BMI metric doesn't work well for athletes and the hugely muscular doesn't mean those people are obese.
The average overweight person is not "overweight" due to muscle mass; they're usually all fat, and this is why it's easier to just say "oh, if you're 40 lbs overweight, you're likely obese."
Obviously a doctor is going to take more than just the number on a scale into account.

Actually, most athletes still manage to stay out of the obese category BMI, just saying. If you're looking specifically at rugby players and weightlifters, yes, but track and field athletes and the gazillion other sports played at an elite level generally don't tend to have bmi-obese players. I recommend caution with empire waists because often larger girls have larger boobs which means there's more front length for the dress to curve over compared to someone smaller - and there really isn't a way to salvage a dress that sits mid boob. There is also height and body size that factors in too, you know. The shorter a person is, the more fat their legs may seem because it's all compacted. Taller people have more stretched-out proportions. That's not enough. Eat around 1200-1500 of lean food, fruits, veggies, and lean protein like the other anon said. I was eating around 1000 cal a day of whatever I wanted, then I switched to 1700 cal of only lean food and the weight starting dropping off.
