Good ideas in creating "ice-like"-material like on his arms?

The tricky part will be the face. No make up ever looks enough like ice, and most who try either look like weird albinos or are confused for Dr. Manhattan.

Plexiglass for the ice shards? If you want them to look like they are coming out of the arm then you might need to do some prosthetics with the plexiglass sticking out.

Cellophane! Mold it as you use a hair-dryer on it. Add more layers to get that thick look and shape it as the picture.

Takes time, but looks rad.
