I'm sure it is, and I've seen a lot of wigs in that kind of desaturated pink color on taobao since Final Fantasy 13 dropped. This one's pretty similar:

It's a heat-sealed screenprint paint designed for use on t-shirts, actually, but I've used regular ink on velveteen and had pretty good results as well. It helps to apply the ink in the same direction as the nap of the velvet, to get a more even coverage.
