What sort of tips did you want? Cosplaying a sailor should be simple enough, buy a sailor uniform and pimp it out, buy materials and cloths you can work with at stores, etc...

As for recommendations for other characters besides sailors, to be perfectly honest it's been done- unless you're gonna go to the hardware store and do something bad-ass like using sheets of metal to augment your uniform and go Armored-Core: Sailor Edition, we're gonna need more of your likes and dislikes before we can help you.
