Maybe buy some cheap bras/bikini tops and see what works best.
a bikini top tied tight could give you the look, with tape to help with slippage, but it may flatten your boobs a bit, so i would think some padding might help get the round anime boob look back.
I've never done this before, but I have large breasts and know how hard it is get them to look cute and perky.

When I cosplayed Shirahoshi, I used boob-glue to hold the top on all day. I got it at shoppers years ago, so I dunno where you could find it now a days. It worked like a charm, but it took some of the gold material off from the inside of the fabric (though it's not noticeable anyways)

Putting on a tripcode means often times you will either be talking about yourself or posting a cosplay of yourself, or making a statement that involves someone else's cosplay.

Finally I'm home and can post some help. I used an underwire bra, cut it up, cut the cups down to a more reasonable and bikini like shape/size, recovered it, and put the bias tape on. The shape ended up being just fine.

This one is me.

Here's how I did mine (and also how I did my Yoko top).

1) Get some water padding cups. You can find them at Walmart or Target for under 10 bucks. If you are bigger in the chest region, you can probably do without extra padding and just use regular bra inserts, but I'm a large B/small C, so for me it was a pretty good investment. Since you ultimately wanna achieve underboob, I advise getting one a cup size smaller than what you normally use. For me I got a A/B sized set.

I hand stitched the spandex on top of the cup, taking GREAT care to ensure I didn't puncture the water in it (which is more like oil, I came to find, when I actually did puncture one and had to do another).

I was originally going to make the strapping of the bikini top out of spandex but made the decision to use something a lot more starchy/stiff. I used regular broadcloth and sewed it into strips to tie around my back.

The reason for this is because 1) it's going to hold better which ensures the girls stay in place and 2) you need to tie it REALLY FUCKING TIGHT around your neck and back which is the actual trick/magic to getting them to stay in place. If you've ever tied a bikini top really tight, you know that the knot can actually become loose over extended use because of the material they make the straps out of (it's kinda slippery). I suggest not using a spandex material and instead something more rigid.

Pic related, what the finished product should look like. The piece connecting the two cups together and what I used to make the strapping was the broadcloth. Unfortunately I did the version with the jacket so I don't really have shots of the straps :|
