Check your version of Photoshop and your software for your tablet, you may need to do any update of your tablet's driver software. You can Google and see if anyone else is having similar issues with the same tablet.

Personally I'm in love with Paint Tool SAI for the linework, I love really thick smooth lines and Photoshop always disappoints me in that department. Pic related, though it's not really J-fashion?? I've got a couple of pictures I'm working on that are a lot more relevant to the thread, just having a hard time finding the motivation to finish them lol.

I've been trying to take real dresses as references but I can't seem to get the shape right, it's good up to the waist and then whether I go cupcake or anything else it just looks like the character's suddenly got fat fat legs. you need to tighten up your linework like a lot a lot. use different mediums more purposefully--like draw a rough sketch of what you want it to look like in pencil, and then make a more controlled drawing over the top of it with ink. it also will help to look at anatomy reference--the way the neck connects to the skull is very awkward in this portrait, for example.

you should try drawing your pose first under the clothes. think about the big picture and the proportions of the body rather than focusing on tiny details like your finger joints or whatever as you draw. be loose. then, layer some tracing paper over your rough sketch and do detail work after you've figured out your anatomy.

In that case maybe you should start with a generic template and add on to it. If you have photoshop, lower the opacity of the template and print a few copies out for you to practice on with traditional media.

Keep in mind how big her head is with a jaw that wide and hair that big.
With the neck/collar thing, where is it attached? It kind of just ends in her hair.
Tips of the fingers should reach around mid-thigh.
Her torso also seemed pretty long. Assuming the poof of her pants starts at her hips, which would be the logical place I think, her hips are pretty low. You can see in my redline I moved them up quite a bit, to where the waistline stars.
Uh, and she needs a crotch. You got this over-lap thing going on. How must she be standing if one leg sits fully infront of the other? Even if she were walking, there would still be a place where the legs of her pants met.
And most peoples hands are as big as their face, but this often looks weird in animu style IMHO.

What advice I could give is check up eight-heads proportions and try to stick to them before stylizing your art. It's really about proportions when it comes to looking 'right' (for example, if your legs are longer, your arm has to be longer too).

Turned the redlining and then eventual redraw into a gif so you could get an idea of how i broke it down.
Since you mentioned you were mainly concerned with design, I also edited that.
Opinions ahoy!
- I had a hard time telling what a lot of stuff was. At first glance, I thought her hair was a hat of sorts since it looks so stiff. Try to make a few stray lines so it looks less like a solid mass.
- The 'V' anime bangs, in my opinion, always look bad. It also clashes with the roundness of her hair, and with her cutesy design (rounder shapes work better).
-I'm not sure what you were going for with the hooded looking part on her top. It reminded me of the kind of huge collars sometimes worn by royalty (I cannot think of the exact term). I thought her hair was already large enough, and it would just be mimicking its shape anyway. I replaced it with a petal-like design for variety, and also to go with the flowers in her hair.
- Gave her bloomer shorts, and changed her sleeves to match the same poofy shape. I thought the one longer sleeve was unnecessary.
- Removed the giant comb (?) at the top. It just seemed like one too many elements in her design.

You are right about the lines, I really didn't notice it before, but now that you say it I also feel it looks odd! Also I might add some more shadows at the arms :)

To add the texture I just add a layer with the texture and set the blending mode to "Pin Light" and opancity around 20%. You can also use other blending modes, like "soft light" Just experiment which style you like most :)

Honestly though I think the other anon just needs to practice a lot more in general. That drawing looks like the sort of thing I was churning out at 13, which I think means she's about to go into a steep learning curve.
I learned a lot by mimicking artists I admired. Not by directly copying any of their drawings, but by paying close attention to their work and figuring out what stylistic choices they made and why I liked those so much. People always tell you to start with realism which is definitely the best thing to do if you want to be a serious artist, but it may be too big a step if you really just want to draw kawaii animus and shit. If that's the case, you can try looking at anime artists with more realistic anatomy, like Sakizou, and try learning from that.

Well, you have tons of potential.
Use harder (not cel) shading if you don't use lines. Don't over rely on textures (canvas on skin and hair). Everything is very stiff and static.
Don't use grey to shade, its washed out and makes it look dirty. The face is overall terrible, the shocked expression makes it look like disney princess clip art, so study real human expressions and faces more.

Good job on the entire design, clothing folds, cutesyness, and creative highlights.

np anon. yes, it was just a quick overlay. i'm not trying to tell you how to do your colors thing, its just that you should only use greys in greyscale and try to keep the entire image in one temperature, instead of clashing cools with warms.

Its a little hard to explain a technique, but the type of shading I think is good for your style, (working on colors, and less reliance of blending) is using a medium rectangular acrylic brush and coordinating colors.
