It's just a straight hair with bangs and strands on both sides framing the face. Unless it's that UBER weaboo one where the strands are cut at eye's length, it's a perfectly normal, common haircut.

It's supposed to look very blunt and straight, something like a cross between an anime character and a traditional Heian era princess. The look can be quite weird, especially when the hime bits are cut wide like this girl.
I fell in love with old school lolita and I never stopped loving it. For me, lolita is still curly hair, enormous shoes, flat headresses and black&white. Maybe that's why I don't feel like I fit in with the lolitas anymore (and also because they're younger).
