Get a petticoat and some decent shoes that will fit with the style you want to join.

Though I'm primarily a sweet lolita now, I started out with simple classic coords. Go for something solid-colored first to see if you like the silhouette and style, then look into prints you might like once you've got stuff to match it.

Get a blouse in a neutral color (white or black works well depending on the style). I've found thrifting helpful when looking for blouses when I don't want to spend a ton.

Get some headwear like a bow or a floral clip to match a main piece or several pieces you might acquire later.

Bodyline makes some decent classic pieces like high-waisted skirts, and some cute, sweet prints that won't break the bank to try out.

For shoes, most people go for the typical mary-jane shoe, but even heels and boots can sometimes match lolita coordinates. Find something that matches your coordinate to start. Also, legwear. Doesn't matter if it's tights or otks, something on your legs is better than nothing.

Avoid anything with cheap, plastic-looking lace. Avoid the "separates" part of Bodyline like the plague, and stay away from Ebay and "custom" shops and listings. You might know this already but do NOT buy from Milanoo, they're shit quality and scam people.

Whatever you do, don't do what I did. I had a tiny wardrobe (a skirt, a shitty petti, some shitty shoes, a cutsew, a blouse, a bolero and a pair of ankle socks.) when my first meet-up came around and I got way too excited, so I essentially just wore everything I had, my bolero, my cutsew, my skirt and my ankle socks even though the colours didn't match up (My bolero was the wrong shade of red, my petti wasn't poofy enough, I didn't have a wig for train-wreck hair, my socks didn't flatter me, my cutsew looked odd next to the velvet skirt etc.) and wound up looking awful. All of my items, bar the petti and shoes, were very nice on their own, but not together.

Always remember that hair and make-up can lay as big a part int he outfit as the clothes.

You can skip an ita phase by just spending time researching. But that doesn't exactly mean that you're going to go from zero to perfect with your first coordinate. It'll take time to build your wardrobe to a point where you can make interesting coords. Beyond that, finding items that flatter you, colors that work, items that work well with things you already have... weeding out the stuff that just doesn't work at all despite thinking it will. After about a year, I feel like I'm sort of getting to the point where I can put together some nice outfits. But let's just say the first 6-8 months was an interesting time for me.

I was born with severe bilateral club foot. 26 leg braces, 600+ casts, and 23 surgeries and counting over 26 years. I've been on an awesome health care plan since I was a baby and insurance will not cover shoe alterations or custom shoes in the way that you're implying they will.

Some insurance companies (like mine) will cover one pair of custom orthopedic shoes per year; some won't cover any at all. Mine covers one pair as long as I have a renewed physician's order proving that I need custom shoes or my feet will be injured. If I need a leg brace that year, that means my covered pair will be for my leg brace, not fashion. Many insurances will not cover shoes or inserts unless they are considered an immediate medical necessity, such as if you have severe diabetes with a high amputation risk."Specially made shoes" falls under three categories: altered orthopedics, custom molds, and inserts. Altered orthopedic shoes are just that. There are some dressy styles (clunky as heck, but somewhat dressy) but not everyone can get them altered enough to where they are comfortable and safe to wear. I used to have a pair of custom Oxfords but had to give the up on a medical order because they just couldn't get them stable enough for me to walk in without damaging my tendons. Custom molded shoes are shoes made from a complete mold of your foot, and like altered shoes, come in limited styles that depend on your budget and your feet. Inserts are usually for people who can walk in regular shoes but need minor alterations for comfort and health.

Having said that, let's get back to the issue: Sometimes, people who are into lolita wear shoes that don't match the aesthetic. It happens. Whether it's because they twisted their ankle last week and want to avoid heels so they slip on their tennis shoes when running to the mall with friends in a new coord or because they have a foot deformity that has nixed just about every pair of decent looking footwear but still enjoy throwing on the frills once in a while. You don't have to think it looks good, just like you don't have to think someone with thick glasses looks good or someone with an eye patch looks good. But if you sincerely think to yourself: "That BITCH, how dare she think of her comfort and safety over wearing shoes that look good but could damage her feet!" then you really need to look at priorities.
