pic related, it has a defining waist, a shorter skirt (although if I were you I would make it at least 3-4 inches longer. Maybe midthigh length?) and the shoulders aren't poofy.

Not sure what your interests are, but you'd be well suited for a number of Pokemon gijinka since a number of Pokemon have bodies that look like they'd be on the fat side, and that way you could even get to be something kinda cute.

I think the jacket would really not be flattering for a larger girl. Since the jacket has that cutout in the front where it doesn't meet, someone who doesn't know the character's design would probably assume the stomach pooch made it too big for them to zip it up or something.

Plus I think it would just draw attention to any folding in the skin at the waist. Other than that, I think this poster has some great suggestions about defining your waist and no poofy sleeves. Whatever it is, make sure it fits you right. Something too tight or too loose won't do your body any favors.

Because it's one of those unique characters that is fat, but not planet-size fat nor chubby. Merely moderately fat. They are so goddamn hard to find, you don't know -- the majority of "fat" characters are either ball of lard or baby fat; not a lot are somewhat fat.

Another suggestion for the poster that I don't see often -- Windows XP Media Center Edition-tan, also known as MCE-tan or Moseko-tan. Her art ranges from pretty chubby to pretty fat so you have some room. Not a lot of peeps are familiar with OS-tans, though.

With some modifications it could work well. Lengthen the hem of the skirt to about mid-thigh (be sure to wear some dance tights and some bike shorts or something underneath). Spanx would be super helpful for smoothing out the stomach area. But if you made the skirt longer with a little extra room in it (not huge, but not super tight) it shouldn't be an issue. You're going to see more detail in the jacket rather than in the skirt. The jacket hits at a good point for an apple shape. You may also want to consider a good steel-boned corset too. Don't tightlace (as it'll push too much down and up and it'll look bad) but it will nix any rolls or lumps in the stomach area. When I was about the size/shape, my corset was a godsend.

As for advice on who to cosplay, I always tell people to cosplay characters they like. Don't pick a character just because the body type looks simliar. There's little heart and soul in that, and I feel that's what makes cosplay fun and enjoyable. It's no fun if you know zilch about the character or series other than what you read online.

Instead, out of all characters and/or series you like, find something that has a costume that is flattering on you which you can work with. For example, tailored jackets, skirts, pants/shorts, nothing that exposes the stomach area or too much arm (though I did modify things to go a bit longer if it came close). That's what I looked for, and cosplayed a wealth of characters. I may have not been "OMG BEST PERFECT COSPLAYER EVER" but I really enjoyed myself, felt comfortable, won craftsmanship awards, and that was far more important than "pulling off" a character I didn't know from a series I wasn't into.

May I thread hijack for a moment? I'm a bit larger than OP and was planning on cosplaying as Ellie from Borderlands 2. For once, my concern is that I'm too small for her. She is literally a round shape, which I am not, but I can make myself look as such with clothes, I suppose. Thoughts?

agreed. I have a pretty similar build to you OP, and Spanx Silhouette Serums Body Shaper works great for me. Its not incredibly comfortable, but it won't create lumps like some shapers do. The lack of muffin top and the hourglass it forces you to have is well worth the discomfort.
