You can make the pieces either using light weight sculpy or foam board. If you used foam board you'd make sure to do a top coat of resin to harden it and what not.

To be honest, craft stores have tons of pirate type coats like this you could use. Joanns constantly puts their patterns on sale, so you could use one of those.

Yep! Just look in the Halloween section. That's where I get most of my patterns, and they usually don't need that much modification.
