Sorry. It has been a few months since I read the rules, and I was quoting rules for cosplay chess.

"Historical, original characters, and celebrity based costumes will be treated on a case by case basis when submitted for consideration. The Cosplay Chess Coordinator might require further information about the historical/original character being submitted or as to why you think the celebrity based character would function in the game."

"All entries must be easily recognizable characters from manga, anime, video games, or another form of popular media."

at any rate, I'm not interested in participating in the cosplay chess, so I may just be Lincoln sans axe

It sounds like you already clarified your own question but those rules are just for the chess game, you can still cosplay as Lincoln elsewhere in the con. They would just take time to ponder whether to accept your character if you were doing a historical person for the game.
